National Guard Representative: Director, Manpower and Personnel (J-1)

Major General Kevin L. McNeely serves as the Director, Manpower and Personnel, National Guard Bureau, Arlington, Virginia. He is responsible for the strategic direction and integration of all National Guard Bureau and manpower programs and policies for the Chief, National Guard Bureau.
General McNeely was commissioned through the Reserve Officer Training Corps at the University of Oklahoma in 1982. He has commanded at the company, battalion and brigade level and as the Land Component Commander for the Oklahoma National Guard.
General McNeely has two operational deployments: U.S. Battalion Commander, Multinational Force and Observers in the Sinai and Deputy Commander of the Central Corps Advisory Group, responsible for training the Afghan National Army.
As a general officer, he has served as the Director, Strategy Policy, Plans and International Affairs for the National Guard Bureau; Deputy Director, Strategy, Policy and Programming for U.S. European Command; and Assistant to the Chairman, Joint Chiefs of Staff for National Guard Matters, the Pentagon.
